the federal government has nothing to do with first responders, teachers, or administrators. the obama white house seems to want us to believe that the streets will be filled with both toddlers and crux, airports will resemble a ghost towns, and the federal government work force will be reduced by about one-third. scary. scary except we have heard all of this before. are very on president. we heard it in the debt ceiling debate. we heard it in the run-up to the fiscal cliff. remember this threaduring the debt ceiling debate back in the summer of 2011? i cannot guarantee that those checks go out on august 3rd if we have not resolve this issue because there may simply not be the money in the coffers to do it. this is not just a matter of social security checks, veterans' check folks on disability and their checks. about 70 million checks that go out. lou: more recently in the linda congressional session in the fiscal. >> debate, president obama issued his threat. >> what has been holding us back is the dysfunction here in washington. and if people start seeing that on january 1st this problem

. look at the front page of "usa today." we'll start there. new polling is showing that president obama has a strong lead over congressional republicans on a host of big issues playing out right now in washington. that's according to the you in noons from "usa today" and pew research center. 45% of those polled say they support the president's approach to cutting the federal deficit. 38% support republicans, even a majority of republican voters endorse tax hikes as well as spending cuts. on gun reform, the president's approach polls six points higher than that of the gop. the poll also finds less than one-third of americans would blame the president if the sequester cuts kick in. nearly half of all americans would blame republicans. and on immigration, half of those polled say the president is taking the right approach. 33% endorse how republicans are tackling the issue. >> so james, if i'm still congressman in northwest florida and somebody hands me this and says, you're in trouble. i'm in trouble. i may get 79% instead of 80% of the vote, but that's what's running the republican brand

immigration bill. a copy of president obama's plan has been leaked. illegal immigrants would be allowed to become permanent residents of this country in eight years. marco rubio had this to say. the president bill would be dead on arrival in congress leaving us with unsecured borders and a broken legal immigration system for years to come. stephen moore joins us now from washington, d.c. do you think that the white house plan really does throw a wrench into reaching any kind of bipartisan agreement? >> i think this was a real setback. this is very delicate negotiations. you need to find a way to let more immigrants into this country. you need to have a way where people who have been here to have a path to legalization. it has to be coupled with tougher border security. everyone knows that. for some reason, the president is basically saying, we will not move forward with the border security, but we will with these other elements. i think that is a killer. i think marco rubio is right. dagen: why leak it in the first place? in washington, there is always a reason that things come out. >>

long-term energy security, president obama needs to approve it. now, without further delay. mr. president, i would ask unanimous consent for just several minutes on another topic in regard to a recipient of the medal of honor from my state of north dakota. the presiding officer: without objection. mr. hoeven: mr. president, i rise today to honor one of our nation's true heroes, army staff sergeant clinton romashay. on monday, the president will present sergeant romashay with our country's highest military award, the medal of honor, for -- quote -- acts of gallantry above and beyond the call of duty, end of quote. clint comes from a long line of military heroes. his father is a veteran of the vietnam war. his grandfather fought in the u.s. army during world war ii. romashay often cites his grandfather as his greatest hero. it wasn't surprising that clint followed his example in joining the army in 1999. staff sergeant romashay showed courage every day that he donned his army uniform, but especially on october 3, 2009, one of the deadliest days of the war in afghanistan. on that
